FACT SHEET for the Mobilehome Affordability Act (AB1035) a Statewide Rent Stabilization Proposal for  Mobile Home Communities (MHC)s

Background

• There are one million voters in CA MHCs.
• Institutional investors across the country buy up MHCs, skyrocket the rents that force out seniors on fixed incomes, veterans, people with disabilities, and low-to-moderate-income families. 
• CA renters have rent increase protections but MH residents do not. MH residents have appealed to local elected officials, but only 100+ (of 482 CA cities) have gotten Rent Stabilization Ordinances (RSO).
• MH residents pay rent, may pay a mortgage, pay utilities, property taxes, home insurance, upkeep & maintenance. It’s not unusual for MH residents to pay 50-90% of their income on housing.
• The Mobile Home Resident Coalition (MHRC) advocates a fair rent increase cap for all MH residents in CA. Thus we advocate for an RSO, not Rent Control.

​What We Know about the original AB 1035 and its proposed amendments (Mobilehome Affordability Act)

• The original AB 1035 by Asm Al Muratsuchi was meant to be a statewide RSO for MH residents, with rents capped at 3% plus the percentage change in CPI over the previous 12 month period, whichever is lower, with a maximum rent increase of cap of 5% per year.
• The original bill would prevent MHC owners from imposing a larger than 5% increase in rent when a new tenant purchases a MH from a park resident.
• The original bill makes no provision for those residents who have signed multi-year lease agreements to obtain an RSO.
• There are three issues that we have with the bill that we would like addressed and changed.

• Unless AB 1035 is amended to cover all cities in California whether city officials choose or not, we oppose the bill in its entirety.
• Unless AB 1035 is amended to override existing RSO’s that are worse than AB 1035 we oppose this issue in the bill.
• Unless AB 1035 is amended to cover homeowners with long-term leases we oppose this issue in the bill.

What We Want You to Do

1. Actively support the amendments that MHRC proposes by writing and calling Asm Muratsuchi’s offices. His Sacramento number is (916) 319-2066 and his district number is (310) 375-0691. The message for Asm Muratsuchi – "We (mobile homeowners) want the Mobilehome Affordability Act to guarantee a rent cap that covers all mobile home owners across the state whether city officials choose it or not.”  (Note - we have heard that it will not include all cities.)
   1. We oppose unless AB 1035 is amended to include all cities in California whether city officials choose it or not
   2. We oppose unless AB 1035 is amended to override existing RSO’s that are worse than AB 1035
   3. We oppose unless AB 1035 is amended to include homeowners with long-term leases (look at AB 2782 bill that ends long term leases)
2. Sign AB 1035 Support Letters.
3. Attend virtual meetings of MHRC.
   1. Tuesday Strategy Meeting - weekly at 12:30 pm on zoom
   2. Monthly Volunteer Meeting - on the first Monday in every month in person or on zoom at 6 pm.
   3. Monthly Coffee Klatch Chat - on the first Monday in every month in person or on zoom at 6 pm.
4. Encourage and teach door knocking techniques (with help from MHRC) to help spread the word.
5. Print the MHRC newsletters for neighbors who do not have internet access.
6. Forward the MHRC e-newsletters with neighbors who MHRC does not have access to.
7. Follow us on social media and share our posts.
8. Join MHRC as a member - there’s no cost.
9. Volunteer - any time that you can share would be greatly appreciated.
10. Host a community outreach party.
11. Host an open meeting in your clubhouse or on zoom so we can tell your neighbors about AB 1035.
12. Donate to MHRC’s non-profit.
13. Phone new members and other MH residents across the state to encourage them to support numbers 1 - 12 in their communities.
