FACT SHEET for the Mobilehome Affordability Act (previously know as AB1035) a Statewide Rent Stabilization Proposal for Mobile Home Communities (MHC)s

• There are 1.6 million voters in CA MHCs (mobile home parks).
• Institutional investors across the country buy up MHCs, skyrocket the rents that force out seniors on fixed incomes, veterans, people with disabilities, and low-to-moderate-income families. 
• CA renters have rent increase protections but MH residents do not. MH residents have appealed to local elected officials, but only 100+ (of 482 CA cities) have Rent Stabilization Ordinances (RSO).
• MH residents pay rent, may pay a mortgage, pay utilities, property taxes, home insurance, upkeep & maintenance. It’s not unusual for MH residents to pay 50-90% of their income on housing.
• The Mobile Home Resident Coalition (MHRC) advocates a fair rent increase cap for all MH residents in CA. Thus we advocate for an RSO, not Rent Control.

What We Know about the Mobilehome Affordability Act, previously known as AB 1035

• The original AB 1035 by Asm Al Muratsuchi was meant to be a statewide RSO for MH residents, with rents capped at 3% plus the percentage change in CPI over the previous 12 month period, whichever is lower, with a maximum rent increase or cap of 5% per year.
• That original bill will soon be  withdrawn by Asm Muratsuchi to be replaced by a new bill (no number yet) but we will refer to the new bill as the Mobilehome Affordability Act.
• Statewide housing advocates will meet in January to discuss proposals for a New & Improved Bill. These advocates are all strong organizations with political clout: the Western Center on Poverty & Law, Housing Now (a coalition of 175+ organizations), the Mobile Home Resident Coalition (MHRC), GSMOL (Golden State Manufactured-Home Owners League), and legislative staffers.
• The original bill makes no provision for those residents who have signed multi-year lease agreements to obtain an RSO.
  • Residents need to be educated about the negative consequences of signing long-term leases that may prevent them from achieving fair rent increases.​

What We Want You to Do

2. Attend virtual meetings of MHRC - all dates and times are subject to change. RSVP to the invite and we’ll let you know if the meeting has been postponed.
   1. Tuesday Strategy Meeting - weekly at 12:30 pm - on zoom
   2. Volunteer Meeting - monthly at 6:00 pm on the first Monday - on zoom.
   3. Coalition & Park Leads Master Plan for Mobilehomes - monthly at 6:00 pm on the third Wednesday  - on zoom.
3. Encourage and teach community outreach techniques (with help from MHRC) to help spread the word.
4. Print and deliver the MHRC newsletters for neighbors who do not have internet access.
5. Forward the electronic MHRC newsletter to neighbors via email
6. Follow us on social media and share our posts.
7. Join MHRC as a member - there’s no cost.
8. Volunteer - any time that you can share would be greatly appreciated.
9. Host a community outreach party.
10. Host an open meeting in your clubhouse or on zoom so we can tell your neighbors about the Mobilehome Affordability Act
11. Donate to MHRC’s non-profit.
12. Phone new members and other MH residents across the state to encourage them to support the bill.
